So here's the issue:
The front wipers work fine in all modes.
The back wipers work fine until you try to use the wash feature at which point the front wipers go (?!)
If I leave the wiper switch on after the vehicle is off it drains the battery.

Thoughts on where to start?
Keep in mind sadly some rover parts are not made well, the wiper switch is one of those items. I think they used the cheapest deelectric grease they could find and sadly it hardens and causes all kinds of weird issues.
I would bet the wiper switch is bad.

I'm not up on Range Rovers per se, but recall this being a problem with the wiper motor relay, and in particular the relay earth. Its in behind the battery somewhere I think. See if you can find a wiring diagram, to help you find it. It's quite a common problem. mcdvoice (https://www.surveyzop.com/mcdvoice/) PartyCityFeedback (https://www.surveyzop.com/partycityfeedback/)
